All PSC and FC-13 Teams Need To Fulfill A Referee Requirement
U6 and U8 teams depend on volunteers to officiate matches. The requirement is informal.
All teams, U10 and above, MUST have referee(s) affiliated with their team to fulfill the required number of game credits each season for the team to play. As a member organization of the Jack London Youth Soccer Sports League (JLYSSL), PSC teams and referees follow the guidelines established by JLYSSL. There are three requirements for a sanctioned JLYSL game to count: two teams, a field and a referee. Impartial referees are an integral part of ensuring a safe and fair game can take place. U10 and older games require USSF licensed referees and without a licensed referee or referee crew, games maybe cancelled and/or forfeited. To have enough licensed referees to support our youth programs we draw from the families and friends of our players.
Who They Are
PSC has nearly 100 referees that officiate matches throughout the Jack London Youth Soccer League and all over Northern California through the NorCal Premier League. PSC referees are paid volunteers that come from a broad cross-section of our community including current and former club parents, coaches, players and local high school or college players. Individuals who are 14 years of age or older can become a USSF licensed Grassroots referee. The Grassroots license allows a referee to officiate any JLYSSL or NorCal Premier league youth match as a Center or Assistant Referee. The licensing class requires approximately 4 hours of online work and one – three-hour field session.
Become A Referee
Anyone, 14 years and older, who is looking for a way to get to know the game of soccer better, connect with their child, or help out a team, club, or community can become a volunteer. Becoming a referee is an excellent way to support youth soccer, learn more about the game, get exercise and get paid to do it. “It’s the best seat in the house.”

Team Referee Requirements

All teams, U10 and above MUST have referee(s) affiliated with their team to fulfill the required number of game credits each season for the team to play. Quality referees insure the safety and enhance the quality of the game for our players and families. PSC referees are volunteers from our parent, coaching and player community. Anyone, as young as age 13, can be trained and become a USSF licensed referee.
As a member organization of the Jack London Youth Soccer Sports League (JLYSSL), PSC referees participate and follow the guidelines established by JLYSSL.

Jack London Youth Sports Soccer League will hold various entry-level referee training classes in 2018. The 18-hour courses are taught over four weeknights and prepare you to take the field with your watch and whistle! Graduates will receive their USSF Grade 8 Referee License and will be empowered to officiate youth games at any age level. Refereeing is a great way to get involved in the beautiful game!

How To Affiliate With A Team
- Go to MySoccerLeague:
- Log in to your account.
- On your home page, click Edit Information.
- Click Edit Team Affiliation.
- Select an Age Group, Gender, and Skill Level. For competitive or older teams you might also have to change Select Season to the D4 choice. Search for your team name, or coach’s or manager’s name.
- Click Affiliate at the left of the row of your team.
- Click Save All on your information page.
You have successfully affiliated. Your games will now credit your team. You will need to update your affiliation each season.

Each local league sponsors courses during the year. As they are scheduled, information will be posted on the CNRA Clinics web page. The local league pays the cost of the clinic, purchases the books, and obtains and pays for the facility. The district assigns the instructors. Jack London Youth Soccer Sports League (JLYSSL)
JLYSSL volunteer referee coordinators organize multiple certification clinics each year to provide our club members with the opportunity to receive referee instruction and obtain their US Soccer Referee License. This satisfies one of the requirements for a team to participate in JLYSSL programs.
Currently scheduled classes are listed at CNRA Referee Classes web page. Please review the class schedule and click on the email link to send your request including the class date desired, your name, club affiliation, email address, mailing address, phone number and date of birth.
- Minimum age is 14. (The minimum age for PSC is 13.)
- Class is free for Jack London club members but there is a $40 referee registration fee paid to US Soccer if you pass the test
- Members of clubs outside JLYSSL must pay a $10 fee to cover course materials.
- A uniform must be purchased at the conclusion of the class at a cost of about $60.
- JLYSSL clubs will reimburse uniform expense after you officiate five (5) games in your first season as referee.
Grade 8 Entry Level Referee Course
Online, Classroom and Field Session prepares and certifies referees to referee recreational and competitive youth soccer games. This course requires the student to fully participate and successfully complete the Online Video Modules on their own prior to the start of the first scheduled classroom session. Students are also required to attend 12 hours of Classroom and Field Sessions to meet the certification requirements. Sessions may be done within two to three days and/or evenings. The Online Sessions reduce the total hours required to fulfill the requirements of the Traditional 18 Hour Course. It also allows the students to have a Field Session to physically prepare and familiarize students to the mechanics and procedures they will be experiencing as referees and assistant referees. Students must take and pass a 50-question exam with a minimum or 80% correct. Here is a Link to some resources you will need for the entire course:
Entry Level Referee Course Modules
This course will be administered by CNRA. Piedmont Soccer Club is sponsoring the course free of charge for PSC members and members of JLYSSL-affiliated clubs. There is no fee charged by PSC to enroll in the course. However, a $45 fee will be collected by CNRA for the referee license and registration upon passing the exam.
